It is said that when Gandhi was asked what he thought of Western civilisation he replied that it would be a good idea, a barbed answer to a complacent question. In similar fashion, do we not take it for granted that the constitution of the United Kingdom is a perfect model of democracy, admiringly copied by the rest of the world? But what do we mean by “democracy” and just how democratic is our system of government?
